Not enough high end pieces. McCollum is a weird asset (like Griffin, Love, etc), where he's not incredibly valuable to a rebuilding team, but can be difficult to move for good value to a team that could actually use him to contend.

That said, a Lillard/ Davis pairing would be incredibly fun to watch.
